Keep in mind these are just general recommendations, you will need to alter your rune and stat builds based on what content you want to use this monster for and what team you are using him with.
Seara Build Tips
In the early game you'd build her as a standard bomber build with LOTS of ATK since bombs are based off ATK power. Make sure to give her good accuracy so she can land her bombs.
As you progress into the late game she starts to get really needed with CR to cycle more turns and tankiness to survive longer battles.

STRENGTHS/WEAKNESSES
Strengths:
•The Wind Oracle, Seara has a great, useful speed leader skill.
•She delivers a lot of damage with her bombs.
•She has instant violent on her 2nd skill.
•Her AI is smart and prioritizes 2nd skill followed by 3rd skill if bombs are activated.
Weakness:
•She can be countered with Will runes.
•She sometimes doesn't land her bombs making you vulnerable.
•She needs a LOT of ATK, SPD, and ACC to be useful.
•Groggo can take her bomb since he can only lose 20% of his HP per attack.
RANKING
GB12 (2/10): Seara could be used here, but not recommended as her bomb isn't fully reliable.
DB12 (0/10): She has no role in Dragon's B10.
NB12 (0/10): She is not good here since she doesn't have enough multi hits to break through the boss' shield.
ToA (0/10): She doesn't have enough CC to be useful here.
Rift of Worlds (0/10): She does not offer enough here.
Labyrinth (3/10): Seara can be good damage dealer in some niche Labyrinth stages.
Dimensional Hole (0/10): She is not good for this area. Bombs aren't effective in Rift Beasts or R5.
Arena (6/10): Her speed lead and big damage makes here a good nuker here. However, you mainly want AoE nukers to farm arena efficiently.
Guild Wars (10/10): She offers a lot here and is good in both offense and defense. Her speed lead is used here a lot to gain 1st turn advantage to do big damage. Make sure to have a stripper against immunity monsters and that she goes after them.
RTA (10/10): She's a strong pick in RTA due to her big damage and speed lead.
