Keep in mind these are just general recommendations, you will need to alter your rune and stat builds based on what content you want to use this monster for and what team you are using him with.
WOOCHI BUILDS / STRATEGY
General Build
You want to build him tanky so that in case he gets hit, he can survive. You'll need decent amount of Accuracy on him for all his Crowd Control.
Despair / Focus are great runes to start giving him additional CC since 2 of his skills are AoE. Focus runes will give him the additional accuracy he needs.
Violent / Will in the late game makes him good for PvP and still usable in ToA. This build focus on more opportunities to decrease ATK bar.
STRENGTHS/WEAKNESSES
Strengths:
•Woochi is a great crowd control monster!
•His 3rd skill reduces cooldown and strips 100% ATK bar of all enemies.
•His 2nd skill also strips ATK bar.
•His 1st skill reduces enemy attack power which improves your survival rates in ToA.
Weakness:
•Immunity monsters like Fran, Chloe, or Lulu will prevent his ATK bar reduction.
RANKING
GB12 (7/10): Woochi is a great crowd control monster for early Giants B12, until you can get better monsters for faster clear times.
DB12 (0/10): He has elemental disadvantage and is not recommended for Dragons B12.
NB12 (1/10): He doesn't have enough multi hits to break through the Necro B12 shield and he can't decrease the Boss' ATK bar.
ToA (9/10): He is one of the best monsters for ToA auto teams with lots of CC. His 1st skill really helps to improve survival rates if the enemy happens to attack.
SF10 (1/10): He isn't recommended in Steel Fortress B10.
PC10 (0/10): He isn't recommended in Punisher Crypt B10.
Rift of Worlds (0/10): He serves no purpose here.
Labyrinth (9/10): He can be used in many stages here and has a similiar role as in ToA.
Dimensional Hole (7/10): He is good for the Star Limitation stage and Elemental limit stage.
Arena (6/10): He can be used in niche situations, however, you mainly want AoE Cleave teams to farm Arena.
Guild Wars (8/10): After his buff, he's become quite useful due to his 3rd skill cool time reduction.
RTA (5/10): He is a good monster in the lower ranks until you can get better ones.
